Business Organization Continues to Make Strides on Behalf of Placer’s Top Economic Sectors
Jul. 9, 2025 – Roseville, CA, Placer Business Alliance (PBA) is pleased to announce that Robert Dugan, president and chief executive officer, California Construction and Industrial Materials Association (CALCIMA) has been named to its Board of Directors. His professional path bridges private and public sectors, giving him a unique perspective on the region’s challenges and opportunities greatly benefiting PBA’s supporters.

The construction industry he represents is not just one of our leading economic sectors; it’s integral to everything we’re doing in Placer County.”
Dugan is a lifelong resident of Roseville, and has been a steadfast advocate for business interests at the local, regional, state and federal level. From transportation, telecom, and broadband to construction and construction materials, his professional path bridges both the private and public sectors, giving him a unique perspective on the region’s challenges and opportunities. This experience lends itself well to PBA’s mission connecting Placer County’s leading economic sectors to policy leaders to ensure our communities remain dynamic and prosperous.
“Working to protect what makes Placer County unique for future generations is critical,” Dugan said. “We’re at a juncture where the status quo risks undermining the business-friendly climate that supports our exceptional quality of life. Serving on the Placer Business Alliance allows me to use my experience to help ensure future generations enjoy the same opportunities that my parents, my family, and I have had.”
Beyond his professional career, Dugan has long been committed to civic engagement. He has served on numerous nonprofit, municipal, and civic boards in Placer County, supporting initiatives in public health, education, and services for at-risk populations. Currently, he serves on the executive committee of the Sierra College Foundation as its immediate past president and is the current Chair of the Placer County Water Agency. He also served 10 years on the Roseville Planning Commission.
PBA was founded in 2021 and advocates on behalf of the County’s eight largest economic and employment sectors: agriculture/forestry, construction, finance and insurance, health care and social assistance, manufacturing, real estate and rental leasing, retail and tourism. PBA also founded the DC Summit; now in its fifth year, this annual Summit brings 100 Placer-based elected, business and community leaders to our Nation’s Capital each fall to advocate for Placer-focused solutions, often times this includes funding. In 2023, Placer Business Alliance established the PBA Candidates PAC to recruit and support business-friendly candidates at all levels of government.
