Business Organization Continues to Make Strides on Behalf of Placer’s Top Economic Sectors
Oct. 4, 2025 – Roseville, CA, Placer Business Alliance (PBA) is pleased to announce that Steve Johns, senior director of government affairs, Sutter Health has been named to its Board of Directors. Johns’ deep expertise working on a variety of issues with regional and local agencies in the Sacramento Valley and Central Valley makes him an ideal addition to the PBA Board of Directors, ultimately benefiting PBA’s supporters.
“We are so pleased to have Steve join our Board,” said Carol Garcia, president of PBA and vice president/community relations officer for River Valley Community Bank. “His experience, and history with our organization since its beginning was paramount in our decision. Steve represents one of our largest employers, and caregivers. Since Roseville Community Hospital was sold to Sutter Health in 1993, it has continued to demonstrate a significant commitment to Placer County. Having Steve join our Board at this stage in both organizations’ journeys is exceptional.”
Prior to joining Sutter, Johns was the regional & local government affairs manager for the Sacramento Municipal Utility District (SMUD), and was previously a partner in a local law firm where he focused on land use, real estate, environmental law and government relations. He has also served as the Assistant City Attorney for the City of Folsom and Senior Deputy City Attorney for the City of Sacramento. He has worked in the US House of Representatives and the California State Assembly. He holds a Bachelor of Arts degree and a Juris Doctor degree from UC Davis.
“Placer County is a special place,” Johns said. “It’s important, of course, to Sutter Health from a business perspective, but more importantly, the collaboration, history and respect elected, business and community leaders all have for each other, and the shared vision of creating the best quality of life possible for residents is truly inspiring. I look forward to putting both my private and public sector experience to work on behalf of Placer’s economic sectors.”
In addition to serving on the Placer Business Alliance Board of Directors, Steve is also an elected Trustee for the American River Flood Control District.
PBA was founded in 2021 and advocates on behalf of the County’s eight largest economic and employment sectors: agriculture/forestry, construction, finance and insurance, health care and social assistance, manufacturing, real estate and rental leasing, retail and tourism. PBA also founded the DC Summit; now in its fifth year, this annual Summit brings 100 Placer-based elected, business and community leaders to our Nation’s Capital each fall to advocate for Placer-focused solutions, often times this includes funding. In 2023, Placer Business Alliance established the PBA Candidates PAC to recruit and support business-friendly candidates at all levels of government.
