
Robert Dugan joined the California Construction and Industrial Materials Association in July of 2020. Dugan has three decades of experience in advocacy and public affairs at the local, state and federal level, representing organizations on a variety of interests from local government to private industry.
After 14 years of lobbying and state legislative service, Dugan spent the last 20 plus years representing construction, infrastructure, construction materials, business, and academic organizations across the country at the local state and federal level. Dugan’s career has spanned a broad range of public affairs roles including the leadership, development and execution of public policy and advocacy programs, labor relations, coalition building, grassroots stakeholder development, and strategic interest-based partnerships.
Dugan is known as a tireless advocate and catalyst for interest-based and outcome-oriented problem solving. With over 20 years of experience in association management, as both management staff and volunteer leadership, Dugan’s professional work has been complimented by leadership engagement with local, state, and federal nonprofit and business/industry associations and membership organizations including the construction and materials industries.
Robert served for 10 years on the City of Roseville Planning Commission and currently serves in an elected role as Director of Placer County Water Agency. Dugan also serves on the board of the Sac State Alumni Association and is Past-President of the Sierra College Foundation
